Board of Directors
Infrastructure BC is governed by a Board of Directors that ensures the operations of the Organization reflects the interests of the Shareholder, BC’s Minister of Infrastructure. The composition of the Board reflects the unique mandate of the Company, with Directors drawn from both the public and private sectors.

Corporate Director & Independent Consultant
Dana is a seasoned corporate Director who has also provided consulting services to public, private, and NFP organizations in strategic and business planning, governance, resource development, and public infrastructure development since 2014.
Dana has extensive experience in all 3 pillars of corporate sustainability: environmental, social responsibility, and governance.
Dana is Chair of the Board of Infrastructure B.C. and a Director on the Board of Mosaic Forest Management where she chairs the Governance and Nominations committee. Dana also chairs the SFU Beedie School of Business Advisory Committee and is a member of the Institute of Corporate Directors Victoria executive.
Dana held 6 Deputy Minister positions and was President and CEO of 3 Crown Corporations during her 30-year career with the B.C. government. Dana has a B.Sc. in Forest Science, a M.Sc. in Natural Resource Economics, and is a Chartered Director (C. Dir). Dana received the King Charles III Coronation medal for service to the public of British Columbia in 2024, was inducted into Canada’s 100 Most Powerful Women Hall of Fame in 2016, and received the Vancouver Influential Women in Business award in 2014.
Connie Fair has a BCom and MBA from UBC. She also obtained the designation of CPA, CMA and was named a Fellow of the BC CPA. Connie is a member of the Real Estate Institute of British Columbia and was awarded an honorary designation with the Appraisal Institute of Canada to recognize her work within the professional appraisal community. In 2012, she earned her designation as an Institute-Certified Director through the Institute of Corporate Directors. Connie was named one of Canada’s Top 100 Most Powerful Women by the WXN, awarded Top CEO in the Public Services category by Business in Vancouver and a Woman of Distinction in Business and Professions by the YWCA.
At the end of 2020, Connie Fair retired after working almost 40 years in various executive roles in real estate and the public sector. Her most recent position was five years as the President and CEO of the Land Title and Survey Authority of BC (LTSA), a world leader in land-related registries offering online services. Prior to the LTSA, Connie spent eight years as the President and CEO of BC Assessment, where she helped that organization earn a reputation as one of the world’s leaders in property assessment. Earlier in her career, Connie worked as a real estate consultant, and was the Associate Director of the Real Estate Division within the UBC’s Sauder School of Business Administration.
An accomplished author and speaker, Connie is recognized internationally as an expert in leadership and the innovative application of technology in property valuation, registries and customer service.
During her more than 30 years with HSBC Bank Canada, Susan held a variety of executive management positions working with the banks domestic and international sectors in the areas of Risk Management and Governance, Compliance, and Corporate Sustainability.
Susan is an experienced director with extensive audit, risk, and governance expertise. She is currently the Audit Committee Chair for Infrastructure BC. Susan was both Chair and Audit Committee Chair of the Royal Canadian Mint, a multi-billion dollar Crown Corporation, during her twelve years on the Board. She also served as a Board Director of the Mutual Fund Dealers Association.
Eric Denhoff is a Consultant for E.A. Denhoff and Associates Ltd. Previously Mr. Denhoff was a Special Advisor, Market Access for the Government of Alberta in the Office of Premier. He also was a Deputy Minister of Environment, Parks and Climate Change and Deputy Minister Climate Change Office for the Government of Alberta. Active in his community, Mr. Denhoff has served as a Director for the Greater Victoria Hospital Society, Hospice Victoria, Fair Trade Canada, and the Energy Council of Canada.
Kristi Simpson is the Vice President Finance & Operations at the University of Victoria. In this role she has a breadth of responsibilities including financial services, human resources, campus security, facilities management, internal audit, general counsel, university systems and financial planning. Over her almost 19 years at UVic she has planned, financed and overseen a variety of construction projects totaling over $400M including a new student housing and dining project with a budget over $228M. This project will be the largest Passive House project in North America once complete in 2023. She is currently the member of 5 Boards: Ocean Network Canada, University of Victoria Foundation, Heritage Reality Corporation, UVic Investment Properties and past chair of the Canadian University Reciprocal Insurance Exchange (CURIE).
Dave Clancy is currently the president of HHI Service Inc a firm that provides advisory services to municipal clients in the delivery of major capital infrastructure programs. Previously he was the Project Director for the Capital Regional District’s Wastewater Program.
A Senior Executive with 40 years of experience and leadership in the managerial, technical, legal, delivery and financial aspects of water and wastewater utility infrastructure in both the municipal and private sectors. Has been charged to develop and deliver strategic business plans across various industry sectors focused on increased market share and revenue enhancement through both organic growth and acquisitions. His unique balance of experience and expertise has resulted in him being routinely nominated to deal with challenged businesses and projects around the world.
Throughout his career he has assembled and led multidisciplinary teams carrying out large, complex and innovative infrastructure programs and projects. He has played key roles in both the consultancy and DBFO/Concession/P3 sectors. He has led or participated in major infrastructure programs in both North America and globally ranging in value from $10m to over $1bn.
In his latest assignment he was tasked to organize and deliver a major infrastructure program on Vancouver Island. In just over four years he delivered $775 million of wastewater infrastructure on time and under budget.
Justin Napoleon is the former Chief of the Saulteau First Nation. He has worked as a technician on wind energy projects, a power engineer in gas plants and is a successful small business owner in the natural resources and civil construction sectors. During his time as Chief, he led the completion of the Sukunka Wind Project which is the largest indigenous-owned green energy project in BC. He has also helped to guide the development of the Saulteau First Nations’ flagship economic development company, Mistahiya Corporation which is involved in diversifying the business interests of the nation. He is also leading a number of community-focused initiatives, such as the construction of a new cultural centre. Justin holds a Certificate of Second Class Power Engineer from Technical Safety British Columbia.
Allison has been a partner at Intermark Law, a small downtown Vancouver boutique law firm for over 10 years and has been practising law for over 25 years in the areas of corporate and commercial law. She holds a Bachelor of Commerce with a major in Finance at the University of Manitoba a law degree at the University of Windsor. Prior to her current role, she was recruited to work for a large public forestry company as in-house counsel where she worked for 7 years before being promoted to Senior Legal Counsel. She volunteers on the Board on the North Shore In-line Hockey Association and has been the Co-Chair of the Canadian Bar Association BC section of the Canadian Corporate Counsel Association. She has also taught a business law course at UBC’s Allard Law School.
For over 25 years, Kyle Downie has been a leader in the workforce development space. In his current role as CEO of SkillPlan, Mr. Downie focuses on developing strategies to improve the skills of workers in the construction industry in North America through the Building Trades Unions and their affiliated contractors and training providers. He holds Executive Management in Strategic Leadership from the UBC Sauder School of Business, Bachelor of Education and Bachelor of Physical Education in Physiology, both from the University of Alberta, and is a certified Power Engineer from Northern Alberta Institute of Technology.

Infrastructure BC is structured into strategic service units that support the Company’s project focus and operational requirements: Projects, Finance and Administration, and Client and Stakeholder Engagement.
Mark Liedemann has been part of the executive team at Infrastructure BC since 2016 and took on the role of President and CEO in December 2018. In this role, Mark leads the management team responsible for the planning, procurement and implementation of large and complex infrastructure projects in B.C. and throughout Canada. Key responsibilities include corporate strategy as well as shareholder and stakeholder relations.
Mark is committed to developing all of his colleagues at Infrastructure BC and fostering their success by establishing a culture that allows for growth and learning in a knowledge-based workplace. Mark is also committed to lifelong learning, models excellence and integrity and expects the same from others.
Mark joined Infrastructure BC in 2008 coming from PricewaterhouseCoopers. In his nearly 20 years of experience in infrastructure, notable projects include Canada Line, Port Mann Bridge, Fort St. John Hospital, Iqaluit International Airport, and BC Hydro Smart Meter.
Mark holds a Bachelor of Science from the University of British Columbia and a Masters of Business Administration from the University of Victoria. Mark earned his designation as a CFA Charter holder in 2003.
Mark’s passions outside of work are fly fishing and playing tennis.
Chan-Seng Lee joined Infrastructure BC in December 2004. As Chief Financial Officer, he is responsible for finance, information technology, human resources and administration for Infrastructure BC. He brings 10 years of experience in finance, taxation, mergers and acquisitions, regulatory reporting, information technology, human resources and administration and corporate governance to the Company.
Prior to joining Infrastructure BC, Chan-Seng was the Chief Financial Officer of CML Global Capital Limited, a publicly-listed international investment firm and an officer of Aspen Properties Ltd. and Consolidated Properties Limited, commercial real estate companies. Prior to this, Chan-Seng worked extensively with private companies in the areas of finance, acquisitions and taxation.
Chan-Seng is a Chartered Accountant and is a current member of the Institute of Chartered Accountants of British Columbia and the Canadian Institute of Chartered Accountants. Chan-Seng also holds a Bachelor of Commerce degree in Finance from the University of British Columbia.
Jeff Good is Vice President, Alliance & Stakeholder Relations at Infrastructure BC, focusing on the health and social infrastructure sectors. Jeff brings his strong finance, project delivery, and procurement background to Infrastructure BC’s projects. Jeff has been at the forefront of bringing the Alliance delivery model to British Columbia, leading the pioneering initiative from its inception. Jeff’s dedication to the model’s success, combined with his expertise in governmental processes, helps him navigate conventional challenges and propel the Alliance forward. Jeff has been involved in the planning, procurement, and implementation of a multitude of projects in the vertical and horizontal infrastructure sectors. Jeff is experienced with all major procurement models, in recent years focusing on introducing and establishing new procurement models to the Province of British Columbia, including Progressive Design-Build and Alliance.
Prior to joining Infrastructure BC, Jeff worked at the Credit Union Central of British Columbia (CUCBC, now Central 1 Credit Union) as a Financial Risk Management Analyst. Jeff played an active role in all matters of investment policy compliance and management of CUCBC’s $3.5 billion dollar (CDN) portfolio. In addition, Jeff has worked at Toronto-Dominion as a Trader, and at National Bank Financial as an Investment Advisor.
Jeff has a Bachelor of Business Administration with a Finance Major from Simon Fraser University. He is a Chartered Financial Analyst (CFA) charter holder and past executive member of the board of the CFA Victoria Society.
David Hubner is Vice President, Transportation & Utilities and Stakeholder Relations at Infrastructure BC, with a focus on the transportation and utilities sectors. He has a Master of Business Administration (Finance) and an economics degree and spent ten years in the banking sector and corporate finance area prior to his work in procurement. Over the past fourteen years, David has been involved in a number of major capital projects in the transportation, energy and accommodation sectors that have provided measurable benefits to end users and taxpayers.
Stephen Toth is Vice President, Infrastructure Construction & Delivery, providing leadership on managing owner obligations on design and construction contracts for vertical infrastructure projects, and related corporate strategic initiatives and operations. Stephen has been involved in the design and construction of numerous complex and logistically challenging industrial, commercial, institutional, and multi-family residential projects for over two decades in both the public and private sectors.
Prior to joining Infrastructure BC, Stephen spent over ten years working in the private sector for developers who self-manage and self-perform their vertical infrastructure projects and a medium-sized construction company that provides owner’s representative project management services to its public sector and private sector clients.
Stephen also spent fourteen years working in the federal public sector for Defence Construction Canada, holding various senior management and leadership roles on the owner’s side, managing, administrating, and overseeing the completion of defence projects across Canada. He also served as National Practice Area Leader for the implementation and management of industrial security requirements on projects across Canada.
Stephen is a registered Professional Engineer in the province of British Columbia and holds a Bachelor of Applied Science in Civil Engineering from the University of Ottawa with a specialization in municipal engineering, structural engineering, and project management.
Catherine Peacock is Vice President, Planning and Procurement at Infrastructure BC. Catherine leads Infrastructure BC’s planning and procurement services, ensuringInfrastructure BC’s continued excellence in the planning and procurement of major infrastructure projects using a wide variety of different delivery models.
Catherine Peacock joined Infrastructure BC as an Assistant Vice President in 2019. Prior to joining Infrastructure BC, Catherine was a Managing Director at PwC in its Capital Projects and Infrastructure practice and a Senior Vice President in Ernst & Young’s Infrastructure practice where she was involved in numerous major capital projects in the health, transportation and renewables sectors. She also brings 14 years of experience in the UK National Health Service.
Catherine holds a Bachelor of Science from the University of Wales. She is a Fellow of the UK Chartered Institute of Management Accountants (1993) and holds a Canadian Professional Accountant (CMA) designation (2013).
George Kyriakelis, Assistant Vice President, Transportation, has been with Infrastructure BC since 2013, previously holding the position of Project Director with a focus on the health, transportation, and energy sectors. George has been involved in the planning, procurement, and implementation of several health, education, transportation, and energy projects, in various roles such as financial modeller, evaluation manager, procurement director, and owner’s compliance manager.
Prior to joining Infrastructure BC, George worked with Peter Kiewit Infrastructure Group in various management capacities on some of the largest transportation projects in BC, including the Port Mann Highway 1 signature span, the Pitt River Bridge, and the Sea to Sky Highway Improvement DBFO projects.
George has a bachelors of applied science from the University of British Columbia and is a registered professional engineer in B.C.
Since joining Infrastructure BC in 2002, Karen has supported Infrastructure BC clients and project teams on over 70 major infrastructure project procurements with a total value of over $25 billion in numerous sectors (including health, schools, post-secondary, corrections, and roads and bridges) with many public sector (municipal, provincial, territorial, and federal) owners.
Karen is responsible for providing project legal support including developing and managing coordinated approaches to drafting and revising procurement documents and agreements in relation to the design-build, progressive design-build, design-build-finance, and alliance models.
As corporate legal counsel, Karen also provides legal support to Infrastructure BC’s management team.
Prior to working with Infrastructure BC, Karen worked with other BC public sector agencies including Treasury Board Staff (where she advised on the development of the Province of BC’s Capital Asset Management Framework) and Ministry of Attorney primarily in the areas of capital procurement and budgeting.
Karen has a Bachelor of Arts and a Bachelor of Laws from the University of Victoria. She is a member of the Law Society of British Columbia and the Canadian Society of Corporate Secretaries.
Albert Sommerfeld is an Assistant Vice President at Infrastructure BC. Albert spent nearly a decade as a Structural Engineering consultant where he advised on and designed structural systems for a wide range of public and private sector projects. This experience led to a move to one of Canada’s largest automotive parts manufacturers where he represented the owner on new production plant construction projects and new production equipment implementations globally, having been involved in projects across four continents.
Prior to joining Infrastructure BC, Albert held various director roles at Northern Health Authority where he led development of approved business plans for multiple hospitals. Albert was Northern Health Authority’s first Director of Facilities Maintenance, Energy and Environmental Sustainability, positively influencing the direction of energy reduction, environmental sustainability, and carbon emissions reporting at the health authority. Albert was also responsible for the implementation of capital projects on an ongoing annual basis through the Northern Health Authority Capital Planning project team for almost a decade.
Albert holds a Bachelor of Engineering from Lakehead University, an MBA, and is a LEED Green Associate.
Fiona Cochrane is an Assistant Vice President at Infrastructure BC with a strong background in planning, structuring and procuring complex infrastructure projects with a focus in the transportation sector. Prior to joining Infrastructure BC as a Project Director in 2008, Fiona was a management consultant, including in leadership roles with economics consulting practices at Grant Thornton and KPMG.
Fiona holds a Bachelor of Arts in Economics from Queen’s University and a Master of Arts in Environmental Studies from the University of British Columbia. Fiona is also a Chartered Professional Accountant in British Columbia.
Jason French, Assistant Vice President, has been with Infrastructure BC since 2013 holding positions of Senior Project Consultant and Project Director.
Prior to joining Infrastructure BC, Jason worked at the Ministry of Citizens’ Services as a Development Manager leading the owner’s resources in the implementation of British Columbia’s first justice sector Public-Private Partnership. Before that, Jason was in private residential and commercial development.
Jason holds a Bachelor of Commerce as well as Project Management Professional certification.
Jason enjoys spending time with his family, camping throughout Vancouver Island, hiking, biking, playing hockey, and coaching his son’s team.
Mira Kubikova, Assistant Vice President, Health and Accommodation, has been with Infrastructure BC since 2006, previously holding the positions of Senior Project Consultant and Project Director with a focus on the health, accommodation, and transportation sectors. Mira has been involved in the planning, procurement, and implementation of many health, education, transportation, and accommodation projects in various roles such as financial modeller, risk expert, evaluation manager, and procurement director.
Mira has a Bachelors of Commerce from the University of British Columbia and Master of Business Administration from Queens University.
Nathan Salomon, Assistant Vice President, Risk Management, has a strong background in planning, structuring, procuring and delivering complex infrastructure projects. Nathan joined Infrastructure BC in 2008 and has supported clients to deliver projects in a wide range of sectors, including energy, health care, justice, education, and transportation throughout British Columbia and Saskatchewan. His experience includes serving as the Chief Project Officer for both the Eric Hamber Secondary School and the Dawson Creek and District Hospital replacement projects.
Nathan holds a Bachelor of Commerce degree from the University of British Columbia and earned his designation as a Chartered Financial Analyst (CFA) charter holder in 2010.
Nathan’s passions outside of work include exploring the Province’s beautiful outdoors with his family, skiing, running, swimming and cycling.
Prior to joining Infrastructure BC in November 2024, Nisha was Legal Counsel at the Ministry of Attorney General, working closely with the Ministry of Transportation and Transit (MoTT), Transportation Investment Corporation, and Infrastructure BC to deliver infrastructure projects throughout British Columbia.
Nisha has worked on all aspects of project delivery, including providing advice on procurement, drafting and revising project agreements and procurement documents in relation to design-build-finance, design-build, progressive design-build with target price, alliance, and design-bid-build models. Nisha has also provided contract implementation and management support to Project teams, coordinated subject matter legal experts working in the Ministry of Attorney General, and successfully managed external legal counsel engagements on transportation infrastructure projects.
Nisha holds a Bachelor of Arts from the University of Victoria and a Bachelor of Laws (LLB) from the University of Alberta.
